The Punjab government has recently passed a law that allows children under 16 to ride motorcycles under specific conditions, introducing a new Juvenile Driving Permit system.
This legislation is part of the Motor Vehicles (Motorcycles) Amendment Bill 2026, aimed at regulating young riders and improving road safety across the province.
Under the new rules, minors aged 16 to 18 can legally ride motorcycles, but only with a formal permit issued by the Licensing Authority. The law also requires that young riders are supervised while riding, ensuring that they follow traffic rules and ride safely.
This system is designed to make sure that underage driving is controlled and monitored, rather than being completely prohibited, as underage riding has become increasingly common in recent years.
The amendment also updates the Motor Vehicles Ordinance 1965 to reflect the current traffic conditions and challenges faced on Punjab’s roads.
Officials hope that by formalizing rules for minor riders, accidents involving young motorcyclists will decrease. The government is emphasizing education, supervision, and strict enforcement of the permit system as key steps to ensure safety.
By introducing the Juvenile Driving Permit, Punjab aims to balance the freedom of young riders with the need for safety and responsibility.
The law represents a proactive approach to addressing underage driving, promoting awareness among families and young riders, and creating a safer environment for all road users in the province.
