The Pakistan Telecommunication Authority has officially removed the remaining regulatory barriers for the introduction of satellite-based internet services in the country, marking a major step toward opening Pakistan’s digital market to global low-Earth orbit connectivity providers under a newly established Fixed Satellite Services (FSS) licensing framework.
This decision represents an important shift in national telecommunications policy, aimed at modernizing internet infrastructure and expanding access across the country. For several years, progress in this area had been delayed due to extensive regulatory reviews involving security assessments, concerns over data sovereignty, and the need for coordination between multiple government bodies. With these hurdles now streamlined, the pathway for international satellite internet operators to enter the Pakistani market has become significantly clearer.
Under the new regulatory system, satellite internet providers such as Starlink, OneWeb, Amazon’s Project Kuiper, and other similar global companies will be able to apply for a single unified licence instead of navigating multiple separate approvals. The revised structure also introduces reduced licensing fees and extends the validity period to 15 years, making it more attractive for long-term investment in Pakistan’s connectivity sector.
According to the updated framework, once approval is granted, services are expected to be launched within an estimated timeframe of up to 18 months. Operators will, however, be required to meet strict compliance conditions, including the establishment of certain local infrastructure and adherence to national data protection and regulatory requirements.
This development is widely seen as a major breakthrough for improving internet access across Pakistan, particularly in remote, rural, and underserved areas where traditional broadband and fiber networks remain limited. The introduction of satellite-based connectivity is expected to enhance digital inclusion, support economic activity, and strengthen overall connectivity infrastructure nationwide.
