Libya Offers Cheaper Oil to Pakistan

Pakistan is exploring the possibility of importing crude oil from Libya as part of efforts to diversify its energy supplies and reduce exposure to disruptions in global energy markets.

Petroleum Minister Ali Pervaiz Malik discussed the proposal during the 17th International Energy Forum ministerial meeting in Riyadh. During the meeting, Malik held talks with Libyan Oil and Gas Minister Khalifa Rajab Abdulsadek on petroleum cooperation, including alternative supply routes and the modernisation of refineries.

The discussions are part of Pakistan’s broader efforts to strengthen energy security and develop more reliable sources of fuel. Diversifying crude oil suppliers could help reduce dependence on a limited number of international sources and provide additional options during periods of global market uncertainty.

Malik also met Qatar’s energy minister to discuss potential cooperation in the liquefied natural gas sector. LNG remains an important part of Pakistan’s energy mix, particularly for meeting power generation and industrial requirements.

Meanwhile, Türkiye is planning to send a seismic survey vessel to Pakistan next month to support oil and gas exploration in the Indus Basin. Seismic surveys can help identify underground geological structures that may contain commercially viable energy resources.

Pakistan is also pursuing other measures to strengthen its energy sector, including the development of strategic reserves, increasing domestic production and implementing reforms.

The government’s focus on alternative imports, exploration and domestic production reflects efforts to improve energy security while managing the risks created by changing international energy prices and supply disruptions.

Further progress will depend on the outcome of negotiations with potential suppliers, exploration results and the implementation of planned energy-sector reforms.
