PMDC Fines Fatima Jinnah Medical University Rs. 20 Million Over Student Death

The Pakistan Medical and Dental Council (PMDC) has imposed a Rs20 million fine on Fatima Jinnah Medical University in Lahore following the death of a student at its hostel in February. The decision has highlighted the need for stronger safety arrangements and better support systems for students at higher education institutions.

The case concerns Fariha Ibrahim, a 22-year-old medical student from Kashmir who died while her final-year examinations were taking place. Her death led to scrutiny of the university’s responsibility for the safety and well-being of students residing in its hostel.

The PMDC’s disciplinary committee held the institution accountable for ensuring a secure environment for its students. It emphasised that universities must pay attention not only to physical protection but also to students’ mental health and overall welfare.

As part of its directions, the council has called for regular physical and mental health assessments, improved mentorship arrangements and accessible counselling services. The university has also been instructed to establish programmes to prevent harassment and provide female students with appropriate support.

These measures aim to strengthen student welfare policies and encourage educational institutions to take a more active role in addressing concerns that may affect students’ safety, health and academic lives.

Fatima Jinnah Medical University has challenged the council’s decision and submitted a review petition against the financial penalty. The outcome of the petition remains uncertain.

The case has drawn attention to the importance of effective student protection policies, particularly in residential facilities where universities have a direct responsibility for maintaining a safe living environment. It has also renewed discussion about the need for accessible mental health services and proper monitoring systems across medical institutions in Pakistan.
