FBR to Introduce 25-Page So-Called “Simple” Electronic Income Tax Return Form

FBR has issued a 25-page draft of what it calls the “Simplified Electronic Return for Individuals” for the Tax Year 2025. However, many people believe the form is too complex and not as simple as its name suggests.

Released under SROs 1212(I)/2025 and 1213(I)/2025, the draft applies to both individual taxpayers and companies. Along with this, FBR has also proposed amendments to the Income Tax Rules, 2002, using powers under Section 237 of the Income Tax Ordinance, 2001.

The main goal behind this new form is to improve tax compliance and make the filing process easier through electronic means. But initial reactions from taxpayers and professionals suggest that the detailed format may actually confuse and discourage users instead of helping them.

The FBR has asked stakeholders—including tax consultants, individuals, and business owners—to send their suggestions and concerns within seven days. This short timeline has also been criticized by some, who say that reviewing and responding to a lengthy document requires more time.

Tax experts say that while the digital shift is a positive step, the current draft may need major revisions to truly serve its purpose. They believe a simpler and more user-friendly version is necessary to encourage more people to file their taxes.

The FBR is expected to consider the feedback before finalizing the form. Until then, discussions continue about how “simplified” the new return really is and whether it meets the needs of taxpayers in Pakistan.
