The Islamabad Capital Police have launched a controversial new “extra protocol” service for driving licence applicants, offering expedited licence processing for a fee of Rs. 2,000. The service, which promises licence issuance within an hour, has sparked mixed reactions from the public and civil society.
According to details reported by PakObserver, the new scheme is aimed at streamlining services and reducing wait times. However, critics argue that it fosters a VIP culture, creating a two-tier system where faster services are accessible only to those who can afford to pay more.
This development follows a recent increase in driving licence fees by up to 33% in May 2024. In addition to the base fee, applicants now face extra charges for medical evaluations, road tests, and fast-track processing. The police also collect fees for related services, including character certificates and vehicle verifications.
Public backlash has been particularly focused on the growing commercialization of public services, with concerns that essential functions of law enforcement are being monetized in ways that may promote inequality.
In response to complaints about irregularities and delays in fee collection, the Islamabad Inspector General of Police (IGP) has taken over direct control of all financial transactions related to these services. This move is reportedly aimed at improving transparency and accountability within the department.
Despite repeated requests, IGP Syed Ali Nasir Rizvi has not issued any public statement regarding the new service or the criticism surrounding it.
The introduction of the “extra protocol” initiative underscores a broader debate in Pakistan over the balance between public service delivery and revenue generation by state institutions.
