Kuwait to Launch Freelance Residency Visa for Foreigners

Kuwait is preparing to introduce a new Freelance Residency Visa that will allow foreign nationals to live and work independently without being tied to a traditional employer sponsor, marking a major shift in the country’s residency system.

The initiative forms part of broader labour market reforms aimed at modernising regulations and addressing long-standing concerns linked to the sponsorship framework. Under the existing system, most expatriates must be sponsored by a local employer to obtain residency, limiting their professional mobility. The upcoming freelance visa is expected to create a legal pathway for self-employed professionals to operate independently while residing in the country.

Reports indicate that applicants will be required to pay an annual government fee ranging between KD 750 and KD 1,000. Authorities believe this structured payment system will improve transparency, reduce illegal visa trading, and eliminate dependence on intermediaries. The new visa category is expected to be rolled out within the coming months as officials finalise the operational details.

Senior government officials have described the initiative as part of a comprehensive effort to regulate the labour market, strengthen oversight, and support skilled expatriates. While detailed eligibility requirements have not yet been officially announced, the visa is expected to benefit professionals such as consultants, IT specialists, designers, and other independent service providers.

The application process is likely to be integrated into the country’s digital residency platform, enabling online submissions and renewals. Once approved, applicants will receive a renewable residency permit upon payment of the annual fee.

The launch of the freelance residency visa is anticipated to broaden opportunities for expatriates seeking greater flexibility, while reinforcing Kuwait’s commitment to labour reform and economic modernisation.
