Researchers at the Institute for the Quality of Life have released their 2025 Happy City Index, identifying the world’s most joyful and well-balanced urban centers. The study examined 82 indicators of happiness across six categories — Citizens, Governance, Environment, Economy, Health, and Mobility — to determine which cities offer the best quality of life for their residents.
Rather than singling out a single “happiest city,” the researchers designated 31 “Gold Cities” that excelled across all metrics. However, five cities stood out for their particularly strong performance: Copenhagen, Zurich, Singapore, Aarhus, and Antwerp.
Copenhagen, Denmark — A Model of Community and Green Living
Copenhagen, the Danish capital, topped the 2025 Happy City Index thanks to its exceptional performance in the Environment and Economy categories. Known for its green spaces, sustainability efforts, and efficient waste management, the city also scores highly for innovation and international business presence.
Residents praise Copenhagen’s vibrant cultural scene and community events. From the Copenhagen Light Festival to the Distortion Street Parties, the city constantly hosts free public gatherings that foster connection and joy. Locals also highlight the city’s focus on safe and sustainable mobility, with nearly one-third of the population commuting by bike and a metro system known for its punctuality.
Zurich, Switzerland — Clean, Orderly, and Stress-Free Living
Ranked second, Zurich excels in Governance and Citizens’ wellbeing. Switzerland’s largest city is renowned for its safety, cleanliness, and reliable public transport. Resident Raquel Matos Gonçalves described Zurich as an ideal city for families, where “the main pain points of daily life are fully addressed.”
The city’s disciplined approach to rules and its abundance of public amenities, including over 1,000 drinking fountains, make life predictable and peaceful. With more than 50 museums and popular lakeside bathhouses like Frauenbad Stadthausquai, Zurich offers both culture and relaxation in equal measure.
Singapore — Balancing Health, Innovation, and Inclusivity
Singapore secured third place, standing out for its Health and Governance policies. The city-state’s success stems from its robust public health initiatives, safety standards, and efficient housing programs. Its Housing Development Board (HDB) schemes have helped millions own homes and build financial stability.
Residents also applaud Singapore’s balance between modern convenience and cultural diversity. “You can go from pitching a global client downtown to enjoying satay by the waterfront, all in the same evening,” said business owner Samuel Huang. The city’s emphasis on green spaces and multicultural harmony further enhances residents’ wellbeing.
Aarhus, Denmark — A Small City with Big Happiness
Denmark’s second-largest city, Aarhus, ranks fourth on the list. Often called the “world’s smallest big city,” Aarhus combines the benefits of a close-knit community with the vibrancy of a modern urban hub. Home to several universities, it maintains a youthful energy and focus on education, creativity, and sustainable living — all factors that contribute to residents’ happiness.
Antwerp, Belgium — A Blend of Culture and Connectivity
Rounding out the top five is Antwerp, Belgium’s cultural and commercial powerhouse. The city scored highly for its rich heritage, thriving economy, and efficient public services. Antwerp’s walkable layout, artistic community, and focus on sustainable transport have helped it become one of Europe’s most livable cities.
According to the Happy City Index 2025, these cities demonstrate that true happiness is shaped not only by personal wellbeing but also by thoughtful urban design, strong governance, and a shared sense of community.
