The Government of Azerbaijan has opened applications for its fully funded Heydar Aliyev International Education Grant Program for the 2025‑26 academic year, giving students from Pakistan and other eligible countries a chance to pursue higher education in Azerbaijani universities. Eligibility and Application Process
Students from Pakistan qualify under the list of eligible countries, which includes members of the Organization of Islamic Cooperation and the Non‑Aligned Movement. Applicants must meet academic criteria (usually a minimum GPA requirement), age limits depending on the level of study, and language proficiency in English, Azerbaijani, Russian, or Turkish.
The application is a two‑stage process: first, candidates must be nominated by their national authority between March and May 2025. Nominated applicants then complete their online submission through the SIACAS portal in June, after which final selections are made and announced in mid‑2025.
