Pakistan, Türkiye, Qatar & Indonesia Sign ‘Badr’ Pact for Joint Defence Production

Pakistan, Türkiye, Qatar and Indonesia have signed a new defence cooperation agreement called the Badr Memorandum of Understanding (MoU) to expand military production and strengthen their defence industries. The agreement was signed in Doha, Qatar, on October 21, 2026, according to Türkiye’s Defence Ministry.

The agreement was signed by Pakistan’s Defence Minister Khawaja Muhammad Asif, Türkiye’s Defence Minister Yaşar Güler, Qatar’s Deputy Prime Minister and Defence Minister Sheikh Saud bin Abdulrahman Al Thani, and Indonesia’s Deputy Defence Minister Yusuf Jauhari. Haluk Görgün, head of Türkiye’s Presidency of Defence Industries, also attended the ceremony.

The pact aims to support joint defence production, technical training, research and development. It will allow the four countries to explore ways to combine their industrial and technological capabilities to develop military equipment and improve their defence systems.

The agreement could also create opportunities for technology sharing, local manufacturing and closer cooperation between defence companies. However, specific projects, budgets and production timelines have not yet been publicly confirmed.

The Badr pact marks a new step in defence cooperation between the four countries, as they seek to strengthen their domestic industries and build partnerships that could support future military and technology projects.
