New Province? Islamabad May Get its Own 27-Member Assembly as New Governance Structure Proposed

The federal government is planning big changes for Islamabad. It may create a 27-member elected assembly and an autonomous Islamabad Capital Territory Government (ICTG) to improve how the capital is run. Planning Minister Ahsan Iqbal led a committee that prepared this 138-page report on new governance reforms.

Islamabad’s population has grown to more than 2.4 million. The old system struggles to manage the fast-growing city. Under the new plan, 21 members of the assembly will be directly elected by the people. There will also be reserved seats for women and minorities. The assembly will choose its own chief executive, who may be called a chief minister or mayor.

The goal is to make governance better, provide improved public services, and plan the city more wisely. Officials want to turn Islamabad into a smart and sustainable city. This includes better roads, modern facilities, and a cleaner environment. The reforms also include a “Destination Islamabad” strategy to boost tourism, attract investment, and create more economic opportunities.

These changes aim to give local people more say in decisions that affect their daily lives. Experts believe the new system will reduce central control and bring services closer to citizens. The proposal has been presented to Prime Minister Shehbaz Sharif and may soon go to the federal cabinet for approval.

If approved, this will be a historic step to modernize governance in Pakistan’s capital.
