US President Donald Trump has signed new executive orders to limit birth tourism and tighten rules on automatic citizenship for some children born in the country.
Birth tourism is the practice of pregnant non-citizens traveling to the United States mainly to give birth so their child can gain US citizenship. The orders direct the Departments of State and Homeland Security to stop this practice by denying or canceling visas for people who enter for that purpose.
One order also identifies specific groups of children born to non-citizen parents who will not receive official recognition of US citizenship. These include cases involving foreign diplomats, members of terrorist groups labeled as alien enemies, commercial arrangements for birth tourism or surrogacy, and certain births in US territories if Congress changes the law.
The moves come after the Supreme Court ruled in June 2026 against a broader attempt to end birthright citizenship for most children of non-citizens. The new orders are narrower and focus on long-standing exceptions and fraud concerns.
The administration says the changes will protect the value of American citizenship and stop misuse of the immigration system. Officials note that existing constitutional protections under the 14th Amendment still apply in most cases. Legal challenges are expected as the orders are implemented.
