Pakistan is moving closer to a cashless economy as the State Bank of Pakistan (SBP) has directed all petrol pumps to offer digital payment options, including Raast QR codes. Customers can now pay for fuel using mobile wallets, bank apps, debit cards, and QR codes. This reduces the need for cash and makes transactions faster and safer.
Under the latest SBP circular, the Merchant Discount Rate for card payments at fuel stations is capped at Rs1 per litre. The Interchange Reimbursement Fee is limited to Rs0.20 per litre. These lower charges will stay in place until January 31, 2027. Banks and payment providers must work with pump owners to activate interoperable Raast QR systems during this period.
The decision follows requests from petroleum dealers who said high bank fees made digital payments costly. Fuel stations are among the most cash-heavy businesses in the country. With more than 15,000 pumps nationwide, the change aims to increase transparency, improve record-keeping, and support financial inclusion.
Earlier directives from the Oil and Gas Regulatory Authority also required digital options at fuel outlets. As digital infrastructure grows, both consumers and businesses will benefit from quicker, more secure, and easier payment methods across Pakistan.
