Turkish Foreign Minister Hakan Fidan has said the Mecca Joint Defence Agreement between Türkiye, Pakistan and Saudi Arabia is moving forward positively, with work underway to establish its main institutions.
Speaking to Turkish broadcaster NTV on September 19, Fidan said the three countries had reached a common understanding on how the agreement would operate. He added that preparations for the agreement’s secretariat and an affiliated military headquarters were almost complete.
According to Fidan, the next step is to appoint personnel and make the headquarters operational. He said the agreement could later be opened to other countries in the region after the institutional setup is completed.
Pakistan, Saudi Arabia and Türkiye signed the agreement in Mecca on August 7, 2026. Under the pact, an armed attack against any one of the three countries is to be treated as an attack against all three.
The first meeting of the Strategic Political and Defence Committee was held as part of efforts to put the agreement into practice. Türkiye’s Foreign Ministry had announced that the committee would include senior officials from all three countries
