Pakistan has been allocated a total quota of 179,210 pilgrims for Hajj 2027, placing the country among the largest sources of international Hajj pilgrims. The Ministry of Religious Affairs has described Pakistan as the second-largest Hajj-participating country in the world, after Indonesia.
For 2027, 107,526 seats have been allocated to Pakistan’s government Hajj scheme, while 71,684 seats will be available through private operators. The quota is divided into 60% for the government scheme and 40% for the private scheme.
Indonesia is expected to have around 221,000 Hajj pilgrims in 2027. However, Indonesian officials said Saudi Arabia had not yet formally announced the final 2027 quota and that 221,000 was being used as the planning figure based on the current quota.
Pakistan’s Ministry of Religious Affairs has also started preparations under the new Hajj Policy 2027 to 2030, which allows intending pilgrims to register for any Hajj year until 2030. The policy also introduces digital payments, a priority waiting list, mandatory training, Takaful arrangements and improved monitoring.
