The Punjab government is preparing strict safety rules for Basant 2027 in Lahore, with heavy fines and prison sentences for people who break the laws. The festival is scheduled to take place from March 12 to 14, 2027.
According to the Punjab government’s plan, kite flying will remain banned across the province outside the approved three festival days. Anyone flying kites outside the permitted period could face up to five years in prison and a fine of Rs. 2 million. Meanwhile, making, transporting, or selling kites and kite strings without government approval could result in up to seven years in prison and a fine of Rs. 5 million.
The government is also focusing on rooftop safety. Buildings used for kite flying must have strong structures, while rooftop walls and grills must be at least 3.5 feet high. Building owners have been asked to complete repairs and safety work by December 31, 2026.
Authorities will also arrange safety rods for more than two million motorcycles and protective nets for electrical installations. The Deputy Commissioner Lahore will have the power to seal buildings that violate safety rules.
