Sixty-three Sub-Registrars working under Sindh’s Revenue Department have chosen not to move to Grade 17, even though they were eligible for promotion as Inspectors of Registration.
The officials are currently serving in Grade 15 and had been considered for higher positions following a meeting of the Departmental Promotion Committee on May 6, 2026. Instead of accepting the promotion, they submitted requests asking the department to keep them in their existing posts.
The Revenue Department accepted their requests through an order issued on August 25. The decision means the officials will continue working as Sub-Registrars, who deal with property registration and related land records.
Under Rule 7(4) of the Sindh Civil Servants (Appointment, Promotion and Transfer) Rules, 1974, officials who decline a promotion cannot be considered for the same promotion for four years. The restriction will apply to these 63 officials from the date of the order.
The official notification does not explain why the employees chose to remain in Grade 15. Reports have noted that promotion to Grade 17 would normally bring higher pay, allowances and gazetted officer status.
